To configure promotions, go to the Marketing App in the administration area and click on the + button.

You can choose from 4 types of promotions:

Bonus (For more details about configuring this type of promotion, read this article)
Volume discount (For more details about configuring this type of promotion, read this article)
Product discount (For more details about configuring this type of promotion, read this article)
Order discount (For more details about configuring this type of promotion, read this article)
